Bees swarm in the spring as a way of propagating. This is a normal activity for bees. While bees are in a swarm they are not aggressive and will sting only if disturbed or if they get caught between your skin and clothing.
If you leave them alone they will not bother you. They are looking for a new home. Best to call a beekeeper to come collect them. Most beekeepers will collect them for free.
